The Classroom of Tomorrow - Prop 39 & Title 24 training from Western

The California Clean Energy Jobs Act, known as Prop 39, was adopted in December 2013. The bill allocates funding to support energy efficiency and alternative energy projects, as well as improvements and repairs to help cut down on operating costs and improve health and safety conditions in public schools.
Over five years, schools will receive about $2.5 billion through the act.

girl-at_deskBy now, most everyone in the electrical industry is aware that the 2013 Building Energy Efficiency Standards go into effect on July 1, 2014. However, you may not yet be prepared for the changes contemplated by the comprehensive Proposal 39 and Title 24 regulations. The new rules impact a wide range of new construction projects, including both residential and commercial builds. They also cover home additions and renovation projects to existing structures. Prop 39: Clean Energy in Schools

The California Clean Energy Jobs Act, known as Prop 39, was adopted in December 2013 as a revenue bill that shifts tax burdens to out-of-state corporations. As it relates to educational institutions, it’s a type of incentive plan that enables them to take advantage of the extra income that would be generated. By offering them the chance to earn funding, the regulations are intended to motivate schools to implement energy efficient technology and focus on jobs dedicated to clean energy initiatives.

Guidelines propagated by the California Energy Commission require certain high-efficiency installations in schools in order for them to qualify for funding. Technology such as automated LED systems and integrated HVAC solutions are examples of eligible installations.

Energy Efficiency Programs Under Title 24

There are also upcoming changes to the Title 24 California Building Energy Efficiency Standards. The sections applicable to residential buildings include energy efficient approaches to planning and design of new buildings, as well as home additions and certain renovations. The focus is on performance of new initiatives rather than other metrics. Non-residential structures, including schools, must adhere to regulations on material conservation and efficiency of resources.
